HP6: Quidditch

Near the beginning of HP6, Harry learns that he has been made captain of the Quidditch team. We, the readers, never learn how this decision was made.

Obvious it's not a team decision, as Harry never got a vote. And it seems to be a standard practice for existing team members to retest when coming back, as a matter of formality.

Does the outgoing captain pick? Probably not, or Harry would likely have been told this on being named.

Does the head of house pick? Well, quite possibly, though this seems as if it would take more interest in the team than the heads seem to show. Sure, the heads want to have the cup in their office, but they certainly aren't down micromanaging the team. The captains even have to schedule their own practices around everyone's other obligations.

Regardless of who picks the captain, it seems that having the seeker be the captain makes the least amount of sense.

Granted, we're not given a full working knowledge of the game, but it seems that the snitch is "always on"; the snitch can be captured by the seeker (but no other player?) at any time during the match, which of course ends the match. We never see the snitch captured during a foul shot, sure, but that seems more like dramatic coincidence than hard-and-fast rule.

You probably don't want your seeker to also be tasked with flying around to team members giving tactical orders, given that gives the other seeker unopposed searching time.
